The Institute has one Director, one Secretary, six Sections - Investigation, Educational Assistance, Skills Training, Sanitation and Health, Guard and Control and General Affairs, and four Offices of Personnel, Accounting, Statistics and overnment Ethics. The chiefs of these Sections and Offices organize several Directional Committees to oversee operations of investigation and classification, rehabilitation and education, health and hygiene, and vocational skill training.

The expected number of staff is 162.
